Market Outlook: The Bulgarian Real Estate Market in 2026 – Crash, Cooling or a New Reality?

The Bulgarian housing market in 2026 is difficult to describe in a single word. Transactions are declining, decisions are taking longer, negotiations are becoming more common, and the profile of the buyer is changing. At the same time, prices remain resilient, mortgage lending continues to support demand, and new construction remains active.

So the question is no longer simply whether a “crash” or “new growth” lies ahead. The more interesting question is: whether the market is entering a new, more balanced phase.

Europe is waking up. Bulgaria is moving in a different direction.

The European housing market began to regain momentum in 2025. According to Eurostat, the number of completed residential transactions increased in most countries with available comparable data, while Bulgaria was among the few markets where transactions declined. In the first quarter of 2026, the number of residential transactions in Bulgaria fell by 18.5% year-on-year.

The picture is different when it comes to prices.

През първото тримесечие на 2026 г. жилищните цени в ЕС са нараснали с 5,1% на годишна база, а в еврозоната – с 4,7%. България е сред страните с най-висок ръст – 14.8% year-on-year and 6.2% compared with the previous quarter..

This is the first key takeaway:

Fewer transactions do not automatically mean lower prices.

The market can lose part of its volume without prices immediately moving in the same direction.

And that is exactly what we are seeing in Bulgaria.

Sofia now looks different in the European context.

In August, Dnes.bg raised an interesting question after citing Global Property Guide data on median asking prices for homes in European capitals. In the publication, a three-bedroom apartment in Sofia was listed with a median asking price of €457,000, putting the capital ahead of a number of other European capitals.

However, it is important to make one clarification here.

Global Property Guide states that its data are based on median asking prices – медианни офертни цени, collected from local property portals rather than average transaction prices recorded in notarized sales. As of September 2026, its latest table shows for Sofia €430,000 for a three-room apartment (two bedrooms and a living room), compared with €280,000 for Athens and €453,000 for Madrid.

This is not a contradiction, but a reminder of how important it is to… what exactly we are measuring..

The asking price reflects the seller’s expectations. The actual transaction price is the result of the deal.

And there can be a difference between the two.

Transactions are already showing signs of cooling.

The data from the Registry Agency provide a much more direct picture of market activity.

During the second quarter of 2026, 45,965 property transactions were registered, compared with 56,010 in the same quarter of 2025. This represents a decline of approximately 18%. 17,9%. В София продажбите са 8874 срещу 10 647 година по-рано – спад от приблизително 16,6%.

This can hardly be described as a one-off fluctuation anymore.

But the decline in transactions does not necessarily mean that buyers have disappeared.

Rather, it seems that the buyer is no longer willing to buy at any price and at any time.

The buyer is becoming more selective.

This is also confirmed by observations from the market.

According to the survey by ADDRESS and the companies within Realto Group, purchases for personal use now account for 78% of the total volume., докато инвестиционната цел при новото строителство е спаднала до 22%. Делът на покупките с цел препродажба е намалял още по-съществено – от 33% до 8% от инвестиционните покупки.

This is a very important shift.

The buyer is no longer asking only:

„Will it go up in value?”

Increasingly, the question is:

„Is this property worth the price for me?”

According to ADDRESS, the decision-making period has now reached 6–12 months from the start of the search, while around 54% of sellers over the past six months have made concessions on their asking price, typically in the range of 2–10%.

This is typical behavior in a more mature market.

Новото строителство не изчезва – но се променя

In Sofia, thousands of new homes continue to be built. According to data from Colliers, cited by Forbes Bulgaria , around 7,630 apartmentsare currently under construction.

Official data from the National Statistical Institute also show that, during the second quarter, building permits were issued for 11,499 dwellings, while in Sofia City permits were issued for 268 residential buildings with 2,878 dwellings..

In other words, we are not looking at a market where supply is simply collapsing.

But what is emerging is a wider range of choices..

And this is changing the buyer’s position.

There is another side to new construction – the risk.

More supply does not mean that every new development is equally secure.

In August, a case involving a residential building at 51 Simeonovsko Shose Boulevard in Sofia became public. Dozens of families had purchased apartments in the building, but it remained at Act 15 after the construction company was declared insolvent.

This is a painful reminder that when buying a property off-plan, we need to analyze not only:

location → price → size

but also:

developer → financing → documentation → construction stage → security/collateral → likelihood of completion.

This is precisely why the Bulgarian National Real Estate Association’s proposal for six key priorities for faster and more secure transactions is also part of the bigger picture – digitalization, faster registration, and better access to information have a direct impact on transaction security.

What about mortgages?

Bulgaria still has an important source of support for the housing market here.

In July 2026, the average interest rate on housing loans was 2,43%the average APR was 2,77%according to the Bulgarian National Bank (BNB).

This is a significant difference compared with a number of other European markets. In the euro area, for example, the average cost of new housing loans in July was around 3.54%, while for variable-rate loans with an initial fixation period of up to one year, it was 3.69%.

But a low interest rate does not automatically mean high affordability.

How much does access to a home actually cost?

With 30-year mortgage financing, sample bank calculations show how quickly borrowing capacity changes with different income levels:

  • around around €310,000 in mortgage financing → approximately €1,272 monthly payment and a required income of around €2,500;
  • around €250,000 in mortgage financing → approximately €1,026 monthly payment with an income of around €2,187.

For specific mortgage offers, the terms vary depending on the client’s profile, the loan term, the interest rate, the collateral, and the source of income.

For example, with a mortgage of €269,500, over a term of 25 years and an annual interest rate of 3,50%the financing structure looks quite different from the advertised examples featuring the lowest interest rates.

These calculations are indicative, as actual terms depend on the client’s profile and the specific financing structure.

Therefore:

The price of the home is only one side of affordability. The other is the cost of financing and the buyer’s income.

So, a crash or a new reality?

At this stage, it would be a mistake to describe the market either as “a bubble that is about to burst” or as a market that is simply continuing its previous upward trajectory.

The data show a change in behavior;:

  • transactions are declining;
  • решенията се взимат по-бавно;
  • buyers are comparing more options;
  • the investment and speculative element is weakening;
  • purchases for personal use dominate;
  • sellers are starting to negotiate;
  • new construction continues to grow;
  • mortgage lending remains a strong pillar of the market;
  • prices, however, are still not showing a synchronized decline.

And this is why we would characterize 2026 as a year of normalization and reshaping, rather than a year of a crash.

The next important test will be the official price data for the second quarter, which the National Statistical Institute (NSI) is scheduled to publish on September 23, 2026.

Then we will be able to see whether the decline in transactions is already beginning to feed through to actual transaction prices.

Until then, the most reasonable conclusion is simple: the market is not disappearing. It is becoming more discerning.
